Pennsylvania is one of many states that have seen a massive increase in incarceration over the past 30 years. As explained in this commentary by the Commonwealth Foundation, however, the increased incarceration numbers are best explained not by an increase in crime or population, but rather by bureaucratic failure. A few simple reforms could significantly improve the system. The folks at the Commonwealth Foundation, as well as Pennsylvania Governor Corbett, are supportive of such reforms and hope to see the legislation pass by the end of this month.
