There is good news out of Vermont today — the incarceration rate is declining.  According to Vermont Public Radio: “At the end of November, 2,112 people were incarcerated in Vermont prisons. Another 581 Vermonters were held in out-of-state prisons.  All told, that’s about 250 fewer prisoners than last year at this time.”
