How a Dallas restaurant is transforming lives and building safer communities
At first glance, Cafe Momentum looks like any enjoyable restaurant in downtown Dallas. Diners enjoy delicious food and impeccable service, but behind the scenes, something truly innovative is happening. The chefs and servers preparing and delivering each meal aren’t just employees, they’re young men and women rebuilding their lives after incarceration.
Founded by Chef Chad Houser, Cafe Momentum is more than a restaurant. It’s a 12-month paid post-release internship program for youth exiting the juvenile justice system. Participants rotate through every aspect of the restaurant, gaining culinary training, workforce skills, financial literacy, and support services like education assistance and counseling. The goal is to equip the youth with all of the tools they need to succeed holistically.
Each intern begins by completing orientation and earning a ServSafe certification, a nationally recognized food safety credential that opens doors in the hospitality industry. From there, they progress through the program which focuses on education, job skills, mental health support, and ensuring they have access to necessities like food and stable housing. Cafe Momentum’s logic model provides holistic care, not just job training, recognizing that true transformation requires addressing the root causes of system involvement.
Programs like Cafe Momentum reflect what Right On Crime is championing: second chance hiring and smart juvenile justice solutions. At Right On Crime, we advocate for approaches that hold youth accountable while creating pathways for redemption. Smart solutions and policies are essential for lowering recidivism and cultivating measurable success.
Cafe Momentum is showing how innovative approaches to juvenile justice can create measurable, lasting impact. Since 2015, Cafe Momentum has served over 1,200 youth impacted by the justice system. With 93% of interns demonstrating academic improvement, more than 85% complying with court requirements, and 100% graduating with a bank account, the program’s success is evident.
The model at Cafe Momentum also supports a key principle of effective solutions, showcasing that public safety is strengthened when individuals are offered a genuine opportunity to turn their lives around. By providing practical skills and wraparound support, Cafe Momentum ensures these young people leave the program ready to enter the workforce and contribute positively to their communities.
As Cafe Momentum continues to expand from Texas to Colorado, Pennsylvania, and Georgia, it stands as a shining example of innovation meeting compassion. True justice goes beyond punishment, creating pathways for restoration and opportunity.
