Noting a national movement, West Virginia may be joining the ranks of states that are encouraging former offenders to employment through second chances. These states are expanding the employment opportunities available to those who have been previously excluded. West Virginia has struggled with employment, and is currently the only state in which more than half of the population is not employed.
The legislation coming up is circumspect, allowing potential expungement for some limited offenses. This would open doors for former offenders, allowing them to once again become productive members of society. These policies realize the positive implications for public safety and recidivism.
